These routes are not interchangeable
A complaint, reconsideration, administrative review, appeal, tribunal case, court case, information-rights request and website-feedback request can have different decision-makers, time limits and effects. Use the route published for the matter rather than whichever form is easiest to find.
Complaint about service or administration
Use the complaints procedure of the organisation that provided the service. A complaint normally concerns the standard of service, conduct, action or failure to act. It does not automatically replace a formal right to review or appeal a decision.
Review or reconsideration of a decision
Use the review or reconsideration route stated in the decision notice or the guidance for that service. Depending on the function, the process may be owned by the original decision-making organisation, another administrative reviewer or an independent body.
Appeal to a tribunal or court
If legislation, rules or a decision notice gives a tribunal or court appeal, use that judicial route. Government website feedback and ordinary departmental complaints cannot substitute for a judicial filing.
Information rights
A request for access to information or personal data, and a complaint about the handling of such a request, uses the information-rights process that applies to the responsible organisation. Do not send it through website feedback unless the problem is only that the published information-rights route itself is broken.
Historical HRC restrictions
An old blacklist, ban or restriction must first be understood according to what it actually was. It is not automatically a current police, criminal or judicial record.

If the problem is a broken link, inaccessible page, incorrect website presentation or difficulty finding information, use website feedback.
